Sarah Curry is the Research Director at ITR Foundation. She joined the team in 2022 and brings more than a decade of experience in fiscal policy and state budgeting. Prior to ITR, Sarah served as Policy Director at the Platte Institute in Nebraska and as Director of Fiscal Policy Studies at the John Locke Foundation in North Carolina. Her work focuses on taxation, government spending, federalism, regulatory reform, and transparency in state and local government.

She has testified before the U.S. House Committee on Ways & Means as well as before state legislatures across the country. Earlier in her career, Sarah worked with the House Financial Services Committee in Washington, D.C. during the aftermath of the Great Recession, and she also has experience in state government and the private banking sector. She earned a Doctor of Business Administration in Finance, where her dissertation examined municipal debt dynamics.  She also completed a Certificate in Education Finance from Georgetown University.

Sarah and her husband, Paul, live in rural Iowa on an acreage property where they are raising their three sons. Outside of her policy work, she enjoys officiating soccer, camping and hiking with her family, and volunteering in her church and community.
