Ashleigh Hackel joined the ITR Foundation as Executive Vice President in 2025. A lifelong Iowan, she was born and raised in Cedar Rapids and is a proud graduate of both the University of Iowa and Drake University Law School.

Ashleigh began her legal career in the private sector, representing clients across Iowa. She later served as General Counsel for the Iowa Department of Inspections, Appeals, and Licensing, where she gained valuable experience implementing key legislative initiatives, including the reorganization and consolidation of state agencies. Her work helped reduce licensing burdens, streamline regulatory processes, and promote a more pragmatic, efficient, and accessible state government.

Ashleigh brings a wealth of legal and policy experience to the Foundation. She understands how government operates—and, more importantly, how it can better serve Iowans.

Outside of her professional work, Ashleigh finds her greatest joy in spending time with her husband, Jeff, and their three children. She enjoys yoga, traveling, and volunteering at her children’s school and church.
